your Men Meet On Hassle in S.D. PIERRE, S.D. (AP)-Representatives Game, Fish and 1 Parks Department and the U.S. Bureau of Sports Fisheries and Wildlife met here Monday night to try to work out an agreement on fox control efforts. Included in the three hour meeting were R.

A. Hodgins, department director, ban C. (Pete) Nelson, assistant regional director of the bureau, Minneapolis. Earlier Monday, Nelson told the Game, Fish and Parks Commission the bureau could not participate in a commission plan to sharply step up foxcontrol efforts in eastern South Dakota. The move was established by the commission in November after, preliminary refoxes have some port saying influence upon pheasant brood depredation.

Nelson said the bureau could control where participatentrol-10 sible as well as listing other reasons. Hodgins said that at Monday night's meeting he again proposed that three trappers be added to the Predator and Rodent Control Branch of the Bureau's U.S. Fish and Wildlife Service for research purposes in connection with fox-pheasant study areas. Presumably, the purpose might qualify under bureau policy. Two of the three men would be used where intensive control is being made on fox pheasant areas and the third trapper on a newly designated study area to determine what part skunk and raccoon play upon the pheasant population.

No control work is done on corresponding areas involved in the study. Nelson was to confer with high officials in the Bureau Tuesday before it was determined whether the federal agency will go along with Hodgins' request. He implied that to do so would destroy the credibility of NATO itself as a defensive shield for the Western world. asked America's allies what would happen to the confidence and conscience of the American people if they were asked to and choose' which of their solemn commitments to maintain. What would it mean, Rusk went on, if Americans honored a commitment in one part of the world and set it aside in another.

RUSK ASKED the Allies to provide doctors and engineers for Viet Nam. This apparently was an appeal for a psychological demonstration of support. He made no call for any military commitment from the Atlantic Allies. Further, Rusk urged the NATO Allies to give their sympathy for what the United States was doing in Southeast Asia and to end any carping and criticism. The French, in particular, have been critical of American actions in Viet Nam.

Some of the other NATO Allies also have had whispered reservations. Conference sources said this was Rusk's basic thesis: If the Communists are going to continue to believe that the United States will fight to defend Western Europe, the Reds must be shown that the Americans will not allow Southeast Asia to be overrun. other words, the outcome of the jungle fighting in Viet Nam is as important in the long run to the various NATO Allies as to the United States. Rusk spoke at the opening session of the regular autumn ministerial meeting of the Atlantic Alliance held in NATO's headquarters. It was reported in advance of the session that NATO ministers had put into cold storage proposals for West German participation in nuclear defense.
