BISMARCK TRIBUNE TUESDAY, FEBRUARY 5, 2002 7A NASA proposes atomic rockets By PAUL RECER AP Science Writer WASHINGTON NASA has proposed spending almost a billion dollars over the next five years to develop could atomicrockets that speed spacecraft across the heavens and nuclear-reactors to energize outposts on distant planets. In President Bush's 2003 federal budget, released Monday, the space agency proposes to spend about $46.5 million to begin a developing nuclear electric rockets and $79 million more to build atomic-powered generators that can fly on spacecraft. Such atomic-driven energy systems, said Ed Weiler, NASAs associate administrator for science, would eventually free NASA from a dependance on chemical rockets, which are relatively slow and clunky, in the agency's exploration of distant worlds, such as Jupiter's moons or the planet Pluto. Right now, NASA spacecraft are launched by a burst of chemical rockets that burn for a few minutes to break away from Earth's gravity. After that, said Weiler, the spacecraft must drift across deep space toward their target or whip around nearby planets to gain speed, voyages that can take years.

The spacecraft, in most cases, are powered by solar cells that convert sunlight to electricity. For distant planets, the sunlight often is so dim that there is little electricity for instruments. "That's like exploring the West using covered wagons," said Weiler. He envisions rockets that use nuclear fission or fusion that could fire for months, driving the spacecraft to higher and higher speeds, and then slowing the spacecraft when it approaches its target. Such a technique could possibly halve the time of a 17- year voyage to Pluto, the only solar system planet not yet visited.

Weiler said that NASA has used nuclear-powered generators to power 20 spacecraft in the past, but now has only one such generator left in its inventory. Using nuclear generators would free spacecraft from their dependance on the sun for electrical power. Nuclear generators, Weiler said, could energize long, detailed explorations of Mars, or power mobile laboratories traveling the surface of the Red Planet. NASA administrator Sean O'Keefe said that nuclear powered rockets and generators would help humans "conquer the problems of distance and time" in space exploration. Clara was born to Joseph and Eva (Weiand) Ziegler Feb. 13, 1924. She was raised on the family farm near Beulah, and lived there until she was in her early 20s. In 1948, she married Pius Mastel. After living in California for a year, they decided to move back to North Dakota, and made their home in Bismarck.

Clara was known for her excellent canning, cooking and baking skills. Her green thumb helped raise a bounty of vegetables in the family's garden and made her miniature roses thrive. She loved to spend her relaxing time listening to classical music. Clara did laundry in her home for Mid Dakota Clinic, previously Capital City Clinic, for over 25 years. She is survived by two sons, Wayne, Lincoln, and Vern (Janel), Mandan; one daughter, Bonnie (Larry Gooding), Portland, three grandchildren, Nathan Koch and Rebecca and Mitch Mastel; two brothers; and four sisters.

A prayer service will be held at 7:30 p.m. MST Thursday at Spangelo Funeral Home. Walter was born Jan. 6, 1920, in Hebron, the son of William and Lena (Mische) Schroeder. He was raised in rural Hebron, and educated at Hebron School.

He married Ella Staiger on Jan. 18, 1948, at the St. John Church in Hebron. Walter was a lifelong farmer of rural Hebron until he retired in 1999. Walter's hobbies included reading and working with wood.

He was director of the Rural Fire Protection District, a member of the Hebron Historical Society Board, for which he served as treasurer, and also served on the St. John Church Council. He is survived by his wife, Ella; one daughter and son-inlaw, Joanne and Dean Anderson, Chandler, two sons, Larry and Allen, both of Fargo; and four grandchildren, Ashley and Abbey Schroeder, both of Fargo, and Paul and Tom Anderson, both of Chandler, Ariz. He was preceded in death by his parents; and one brother, Milton. Helen Nevland CARRINGTON Helen Nevland, 90, Carrington, died Feb.

Wilfred was born Dec. 28, 1931, in Zeeland, the son Adam A. and Walburka (Glatt) Meier. He was raised and educated in Zeeland. On July 11, 1955, he married Veronica Julia Seiler at St.

Andrew's Catholic Church in Zeeland. He was employed as a mail carrier and as a salesman. He served in the U.S. Army in the Korean Conflict. Wilfred was an active member of the American Legion Club in Zeeland.

He enjoyed playing the organ, playing cards and dancing. He enjoyed his family, grandchildren and friends, and d' taking his grandkids out for treats. Survivors include his wife, Veronica, Mandan; three sons and one daughter-in-law, Randy and Sandy Meier, Pierre, S.D., and Brian and Robin Meier, both of Mandan; three daughters and sons-in-law, Mary and Dan Vammer, Dickinson, Brenda and Jim Woodland, Lakeville, and Debra and Scott Norby, Mandan; eight grandchildren; two special Levi Kary and Scott Baumann; two brothers and sisters- law, Sylvester and Florence, Zeeland, and Michael and Claudia, Maine; and one sister, Martina Welk, Wishek. He was preceded in death by his parents; and one brother, Wilbert Meier. Arnold Larson WILDROSE Arnold Larson, 88, Wildrose, died Feb.

Hubert was born Aug. 26, 1928, at Golden Valley, the son of Fred and Mary (Radke) Quast. He was raised and educated in rural Golden Valley. He married Corrine Flemmer on June 8, 1950. He was a lifelong member of Golgotha Lutheran Church, where he played the organ for services, taught Sunday school, sang in the choir and served on the board.

Hubert worked at Radke Hardware and farmed south of Golden Valley. He was the custodian of the Golden Valley school for 17 years, and also a Bismarck Tribune relay driver for seven years. After retiring, he enjoyed doing, carpentry and paint jobs for the community. Hubert enjoyed playing piano and the accordion, playing cards and spending time with his grandchildren. He was also an avid baseball fan.

He is survived by his wife of 51 years, Corrine; one son, Jeff, Bismarck; two daughters and sons-in-law, Jennifer and Don Reed, Gillette, and Vicki and Kim Wetzel, Bismarck; five grandchildren, Cole, Oran and Kara Wetzel, all of Bismarck, and Kayla and Jordan Reed, both of Gillette, his mother-in-law, Lilly Flemmer, Hazen; three sisters-in-law, Lorraine Quast, Beulah, Elsie Quast, Golden Valley, and Vivian Quast, Bismarck; and one brother-in-law, Oscar Boehler, Hazen. Hubert was preceded in death by his parents; four brothers, Clarence, Hilmer, Eldor and George; and two sisters, Dorothy Boehler and Evelyn Wagner. Thomas Buckley BOWMAN Thomas M.
