"This is an Emmy Award of special distinction whose time has come, recognizing excellence in areas of social, educational and human conditions," said Richard H. Frank, academy president. Television has been under increasing fire from critics who claim it fails to provide worthwhile programming. The tentatively named President's Award seems aimed at encouraging TV networks to raise their standards. Word of the new award came the same day that industry leaders met with President Clinton.

NEW TOWN Gene Pennington, 55. OAKES Hilda Widmer, 93. RUGBY Cora Crook, 100. Los Angeles Times LOS ANGELES Ethlyne Clair, silent screen star of comedies, Westerns: and serials, died Tuesday at age 91. She died in a Los Angeles hospital of respiratory failure after ulcer surgery.

Although her career spanned less than a decade, Clair enjoyed a colorful life both on- and off-screen during Hollywood's adolescence. She achieved her greatest popularity in Westerns opposite cowboy stars of the day. She made three films with Hoot Gibson, whom she rated decades later as her favorite actor, and two with Tom Tyler, to whom she was briefly engaged. "Hoot was wonderful to me," she said in 1991, "and we had a little love affair." Helen Loveland Helen V. Loveland, 92, passed into life eternal, Dec.

28, 1995, in Eau Claire, Wis. Helen Loveland enjoyed gardening, baking and following her greatgrandson's track and football activities. She was born July 8, 1903, in Sangamon County, to Thomas and Clara (Mavis) Dawson. She married Walter Loveland, Dec. 11, 1922, at her family home in Shobenier, and then they established their home in Mandan.

He preceded her in death in 1953. Helen was active in the First United Mehtodist Church, serving as a circle president. She was on various commissions, her primary interests in the mission fields, and she helped make choir robes for children's choir. She was presented with a life membership in the United Methodist Church Women. She was a member of Loveland Lodge No.

738, Ladies Auxiliary to the Brotherhood of Railroad Trainmen. In the 1940s she was co-owner of The Fashion Shop. After retiring, Helen enjoyed traveling, visiting relatives and friends in England and Europe. She also went to Hawaii and on her 82nd birthday set out to travel the AlCan Highway and tour Alaska. Residing in Eau Claire since 1978, she was a member of Hope United Methodist Church.

She enjoyed gardening, baking, and following her great activities. grandson's was track presented and with football a plaque as No. 1 Old Abe Football Fan 1995, and was known as "Greatma" to all her friends there. She enjoyed people and had friends ages 2 to 102. Helen took care of her family and friends.

We will miss her greatly. Survivors include a daughter, Shirley (Gaylord) Williams, Mandan; a granddaughter, Deborah Ogan, and a great-grandson, Seth Ogan, both of Eau Claire; one sister, Margaret Schumacher, Springfield, Ill. She was preceded in death by her parents; her husband; five brothers; and two sisters. Memorial services were held in Eau Claire on Jan. 2, 1996.

Services will be held in Springfield, on March 30, 1996. A memorial service will be held in Mandan at a date to be announced. "I hated them," she said, looking back as an octogenarian. "You see, I wanted to do big things and become a big star, not ride horses through the desert.

I thought I was above all that. I just wanted to be a beautiful vamp. After working in New York studios, Clair made her Hollywood debut in a series of comedies, "The Newlyweds and Their Baby," adapted from a newspaper comic strip. Two serials, "The Vanishing Rider" in 1928 and "Queen of the Northwoods" in 1929, increased her national reputation. Clair's film was "God's Gift to Women" in 1931 for Darryl Zanuck, who she claimed short-circuited her career after she rejected his romantic advances.

Born Ethlyne Williamson in Tal- Richard Wagner Richard H. Wagner, 71, 1937 N. Kavaney Drive, died Feb. 28, 1996, in a Bismarck hospital. Services will be held at 10 a.m.

Monday at Faith Lutheran Church, Bismarck, with the Rev. Joel Sherer officiating. Burial will be in Sunset Memorial Gardens, Bismarck. Visitation will be from 9 a.m. to 9 p.m.

Saturday and 1 to 9 p.m. Sunday at Funeral Home, and will continue at the church one hour before services. Richard was born Sept. 30, 1924, on the family farm near Washburn and the son of Henry and Magadalena (Walcker) Wagner. He was raised and educated there.

Richard married Selma "Sally" Graf, Oct. 6, 1949 in Bismarck. He worked as a clerk at Sears Roebuck and Co. for 14 years, and in 1963, he and his sister-in-law, purchased Farm City, which they operated until selling the store in 1983. He enjoyed the time he could spend on the golf course.

He is survived by his wife, Sally; two sisters and one brother-in-law, Martha and Max Hancock, Tucson, and Thelma Kelley, Los Cruces, N.M.; five brothers three sisters-in-law, Albert and Rueben, Washburn, Ted and Evelyn, Sacramento, Art and Theresa, Mesa, and Milton and Alice, Sequim, and many nieces and nephews. He was preceded in death by his parents; four sisters; and four brothers. Hunter Jones MINOT Hunter Isaiah Jones, the infant son of Kurt and Lisa Jones, cancer, Feb. 28, 1996, in a Bismarck, hospital. Services will be 11 a.m.

Saturday at St. Leo's Catholic Church, Minot, with burial in Rosehill Memorial Park, Minot. Asked late in life to name her favorite film, she said bluntly: didn't like any of Clair married three times, first to agent and producer Richard Lansdale Hanshaw, who she claimed drove her to Mexico and forced her to wed with a gun; then to studio makeup artist Ernest Westmore in a wedding that made national headlines when his former wife and ragclad daughter showed up demanding support funds.

Clair's happier third marriage, to automobile dealer Merle Arthur Frost lasted almost 30 years until his death in 1968. Benjamin Grossman MINOT Benjamin B. Grossman, 75, Minot, died Feb. 25, 1996, in a Minot hospital. Services will be held at 2 p.m.
