WALTER KLEIN OBITUARY: Mr. Klein died June 20, 1990, at his home. The date of death was given incorrectly in Thursday's obituary. Campuses to be mostly smoke-free DICKINSON (AP) North Dakota's college campuses will be virtually smoke-free, a state board decided Thursday. Starting this fall, smoking will be allowed only in private dormitory rooms and stadiums, said the North Dakota Board of Higher Education in a 6-1 vote.

Board member Gene Martin opposed the move without comment. At earlier meetings, officials from Bismarck, Bottineau, Minot and Wahpeton campuses asked for designated smoking areas in student unions. But none of them addressed the board about the smoking policy during brief discussion Thursday. College students had hoped they could vote on issues affecting them, but favored the board's action, said student board representative Jim Keller. Jim Ciavarella, director of the student center a at Dickinson State, said students enjoyed last fall's switch to a smoke-free student center on their campus.

The school posted signs throughout the building and removed tobacco from the student bookstore and vending machines, he said. The cost of the "very simple" switch was less than $100, he said. Minot State University, another one of the first campuses in the state to ban smoking in its student union, is remodeling this summer to allow ventilation for tobacco smoke that won't be there following Thursday's vote. The board approved the policy with only one reading instead of two to allow schools to prepare for the changes before fall classes begin, said Associate Commissioner Clark Wold. Earlier this year, Gov.

George Sinner called for all state buildings to become smoke-free. The board was supposed to meet for two days on the campus of Dickinson State University, but finished its business in one. The meeting was the last for two board members, Keller and Jack Olin, whose terms expired. Miller for allegedly shooting a Mercer County deputy sheriff in the face Dec. 30. Miller is facing an attempted murder charge following an incident in which Kerry Kessler, 26, was injured by a blast from a 20- guage shotgun.

In opening arguments, defense attorney Lester Schirado took the tack that Miller was protecting himself, home and family and didn't know who was at the door when the "knob began to turn." Schirado accused Kessler and Lisa Markel, who divorced Miller this spring, of being lovers. In cross-examining Markel on the stand, Schirado said, "You asked for a divorce because of your other lover, Deputy Kessler?" And Schirado accused Markel of being madly in love with Kessler last December. In a clear voice Markel denied the accusations. But she later agreed that she and Kessler had DEATHS Bernard Ringham Bernard L. Ringham, 61, 616 E.

Turnpike died June 20, 1990, in a Bismarck hospital. Services will be held at 10:30 a.m. Saturday Bernard Ringham operated Ringham Insurance and Real Estate. at Lutheran Church of the Cross, Bismarck, with the Revs. Keith Odney and Jay Stratton officiating.

Burial will be in Sunset Memorial Gardens, Bismarck. Visitation begins at noon today at Boelter Funeral Home, Bismarck, and continues at the church one hour before services. Mr. Ringham was born July 10, 1928, at Mandan. He was raised and educated at Almont and worked for Almont Lumber Co.

He married Beverly Olson, Oct. 17, 1948, at Sims. He became a licensed insurance agent in 1949, and the family moved to Bismarck in 1955. He opened Ringham Insurance and Real Estate at Bismarck. He is survived by his wife; one son and daughter-in-law, Bryan and Barbara, Bismarck; two sisters, Mrs.

Evelyn Kunkel, Billings, and Mrs. Gavis Schafer, Havre, two grandchildren; and a special friend, Dennis Schulz. Morris Konklin ROGERS Morris M. Konklin, 68, Rogers, died June 19, 1990, in a Valley City hospital. Services will be held at 11 a.m.

Saturday at Zion Lutheran Church, Ashley, with the Rev. Martin Simmons officiating. Burial will be in Ashley Cemetery with military rites by the Ashley American Legion post. Konklin was born July 23, 1921, at Velva, where he was raised and educated. He served in the Merchant Marines from 1942-1945.

He owned various retail businesses in North Dakota and California. He married Tilda Loraas, Dec. 19, 1942, at Wolseth. She died in 1971. He married Mary Roof, June 20, 1972, at Covina, Calif.

They moved to Casselton in 1972, and in 1981 moved to Rogers. He is survived by his wife; two daughters, Connie Miller, Rancho Cucamonga, and Judy Fry, Ashley; his father, Edward, Rogers; two stepdaughters, Stephanie Catlett, Garden Grove, and Terry Allen, Texas; one stepson, Jon Roof, Upland, and 11 grandchildren. The family prefers memorials to American Cancer Society. (Holte Funeral Home, Ashley) Julius Sackman HETTINGER Julius S. Sackman, 88, Hettinger, died June 13, 1990, in the Hettinger nursing home.

Services were held Monday at Hettinger Lutheran Church, with the Bishop Robert Lynne officiating. Burial was in Hettinger Cemetery. Mr. Sackman was born Aug. 12, 1901, at Java, S.D.

The family moved to Mercer in 1906. He married Olga Fink, Jan. 18, 1927, at Jamestown. He worked as an agent telegrapher with the Northern Pacific and Burlington Northern railroads for 50 years before he retired in 1968. They wintered in Arizona for 10 years and moved to Hettinger in 1989.

He served as clerk of the Mercer School Board. He is survived by his wife; one daughter, Elaine Bartling; four sisters, Bertha Keller and Ella Lynne, Jamestown, Nettie Just, Eureka, S.D., and Edna Clemens, Coulee Dam, two grandchildren; and two great-grandchildren. He had agreed to purchase a VCR for her on his credit card with the understanding that she would make the payments.

The VCR was for her children to replace one taken by Miller when he moved out three days earlier. Kessler brought the VCR to the Miller apartment at 104 Sixth St. N.E. that evening and waited for her return from an office party. Markel testifed that they talked for about an hour before she fell asleep on the couch.

At 1:30 a.m. Miller called, asking to come over and talk. She agreed and asked Kessler to leave. Markel said the meeting with her husband deteriorated into an argument and he took offense at the VCR purchased by Kessler. Miller left, allegedly smashing the VCR on the street.

He later returned and there was another argument. Miller asked his wife to invite Kessler over to the apartment to talk. Markel said that after she had talked to Kessler, her husband went from the phone to a kitchen C. Schaeffer WILTON Charlotte M. Schaeffer, 58, Fargo, died June 20, 1990, in a Fargo hospital.

Services held at 1 p.m. Saturday at Hanson Chapel, Fargo. Visitation begins at 4 p.m. today at the funeral home. Charlotte Klein was born Sept.

20, 1931, at Wilton, where she was raised and educated. She worked in Bismarck before she moved to Fargo in 1951. She married E.M. "Bud" Schaeffer, March 21, 1952, at Fargo. She is survived by her husband; one son, Rick, Bismarck; two brothers, Ben, Bismarck, and Carl, Baldwin; three sisters, Mollie Holm, Glyndon, Marcella Whitmore, Tucson, and Emma Sorch, Wilton; and two grandchildren.

Emelia Heidt Services for Emelia Heidt, 84, 1220 E. Ave. will be held at 10:30 a.m. Monday at Faith Lutheran Church, Bismarck, with the Rev. Emelia Heidt did volunteer work for Burleigh County Senior Citizens.

Harlen Norem officiating. Burial will be in Zion Langedahl Cemetery, Tuttle. She died June 20, 1990, in a Bismarck hospital. Visitation begins at 1 p.m. Sunday at Eastgate Funeral Service, Bismarck.

Emelia Leno was born Dec. 19, 1905, near Tuttle, where she was raised and educated. She married Martin Heidt, Dec. 1, 1925, at Tuttle. They farmed in the Arena area until 1968 when they retired and moved to Bismarck.

Mr. Heidt died in 1968. She was a member of Germans From Russia Heritage Society. She is survived three and Carl Wagner, Dorothy and daughters and sons in Anita Charles Scherbenske, all of Tuttle, and Lorene and Harry Larson, Washburn; six sons and daughtersin-law, Wilbert and Ardella, Bismarck, Clifford and Dorothy, Fargo, Earl and Violet, Driscoll, Marvin and Marlyce, Cedar Rapids, Iowa, Donald and Agnes, Rochester, and James and Norma, Arena; two sisters, Lydia Berg, Bismarck, and Catherine Slichter, Casper, one brother, Herbert, Valley City; 22 grandchildren; and 15 greatgrandchildren. Verners Zvirbulis DICKINSON Verners Zvirbulis, 79, Dickinson, died June 21, 1990, in the Dickinson hospital.

Services will be held at 11 a.m. MDT Monday at St. John's Evangelical Lutheran Church, Dickinson, with the Rev. Steven Tangen officiating. Burial will be in Dickinson Cemetery.

She also testified that they struggled and argued and at one point she was able to pull the gun away from Miller but was unsuccessful in hiding it from him. When she attempted to walk out the door he stood in her way.

After there was a knock at the door, Markel said she saw her husband walk to the door, raise the shotgun and fire. Markel said she grabbed the barrel of the gun and struggled with her husband while shouting for Kessler to run. Long scars were evident on the left cheek and neck of Kessler as he took the stand. He said he knocked on the Miller apartment door, and when it opened he saw Miller standing with a gun. Kessler said he glanced over his shoulder as he fled downstairs and could see the barrel of a gun sticking out the door when he heard a roar and was knocked to the landing.

Fleeing out the back door of the apartment building, Kessler found Miller had gone out the front and around the side of the building. Kessler said Miller swore, pointed the gun and fired again. Keith Genre MINOT Keith Genre, 40, Minot, died June 20, 1990, in a Minot hospital. Services will be held at 1:30 p.m. today at First Presbyterian Church, Minot, with the Revs.

Terry Sletto and Daryl Jelsing officiating. Burial will be at 3 p.m. today at Union Cemetery, Towner. Mr. Genre was born April 23, 1950, at Rugby.

He was raised at Butte, and Towner. He graduated from Towner High School in 1968. He worked as lead guitarist in several bands in Oklahoma City and Chicago, before he moved to Minot. He had been a member of Firehouse Band in Minot. He is survived by his mother, Betty Lou Genre, Towner; and one sister, Julie Ann Camp, Camp Lejune, N.C.

(Thomas Funeral Home, Minot) Gertrude Oster Gertrude Oster, 68, Arkansas City, died June 19, 1990, in Wichita, Kan. Private graveside services were held. A memorial service will be held at 11 a.m. Saturday at First United Methodist Church, Arkansas City. Gertrude Wolf was born Aug.

25, 1921, at Bismarck. She founded the Cowley County Mental Health Center in Arkansas City in 1968 and served as its director until her retirement in 1987. She served as president of the Day Care Center and Juvenile Home, both of Arkansas City. She is survived by one son, Ellis, Middletown, N.Y.; one daughter, Joyce Oster, Wichita; three ers, Leo, Killdeer, Bernhardt, Hazen, and Herman, Bismarck; four sisters, Ella Miller, Puyallup, Erna Weidrich, Beulah, and Irene Weidrich and Marie Weidrich, both of Hazen; and five grandchildren. The family prefers memorials to Cowley County Mental Health Center, Arkansas City.
